Gabon (; ), officially the Gabonese Republic () is a state in west central Africa sharing borders with Equatorial Guinea to the northwest, Cameroon to the north, and with the Republic of the Congo curving around the east and south. The Gulf of Guinea, an arm of the Atlantic Ocean is to the west. It covers a land area of nearly 270,000 km² and has an estimated population of 1,500,000. Its capital and largest city is Libreville.
Since its independence from France on August 17, 1960, Gabon has been ruled by three presidents. In the early 1990s, Gabon introduced a multi-party system and a new democratic constitution that allowed for a more transparent electoral process and reformed many governmental institutions. Gabon is also a non-permanent member of the United Nations Security Council for the 2010-2011 term. The small population density together with abundant natural resources and foreign private investment have helped make Gabon one of the most prosperous countries in Sub-Saharan Africa, with the fourth highest HDI and the third highest GDP per capita (PPP) (after Equatorial Guinea and Botswana) in the region.
The earliest inhabitants of the area were Pygmy peoples. They were largely replaced and absorbed by Bantu tribes as they migrated.
In the 15th century, the first Europeans arrived. The nation's present name originates from "Gabão", Portuguese for "cloak", which is roughly the shape of the estuary of the Komo River by Libreville. French explorer Pierre Savorgnan de Brazza led his first mission to the Gabon-Congo area in 1875. He founded the town of Franceville, and was later colonial governor. Several Bantu groups lived in the area that is now Gabon when France officially occupied it in 1885.
In 1910, Gabon became one of the four territories of French Equatorial Africa, a federation that survived until 1959. These territories became independent on August 17, 1960. The first president of Gabon, elected in 1961, was Léon M’ba, with Omar Bongo Ondimba as his vice president. French interests were decisive in selecting the future leadership in Gabon after Independence; French logging interests poured funds into the successful election campaign of M'ba, an ''évolué'' from the coastal region.
After M'ba's accession to power, the press was suppressed, political demonstrations banned, freedom of expression curtailed, other political parties gradually excluded from power and the Constitution changed along French lines to vest power in the Presidency, a post that M'ba assumed himself. However, when M'ba dissolved the National Assembly in January 1964 to institute one-party rule, an army coup sought to oust him from power and restore parliamentary democracy. The extent to which M'ba's dictatorial regime was synonymous with "French Interests" then became blatantly apparent when French paratroopers flew in within 24 hours to restore M'ba to power.
After a few days of fighting, the coup was over and the opposition imprisoned, despite widespread protests and riots. The French government was unperturbed by international condemnation of the intervention, and paratroops still remain in the Camp de Gaulle on the outskirts of Gabon's capital. When M'Ba died in 1967, Bongo replaced him as president.
In March 1968, Bongo declared Gabon a one-party state by dissolving the BDG and establishing a new party—the Parti Democratique Gabonais (PDG). He invited all Gabonese, regardless of previous political affiliation, to participate. Bongo sought to forge a single national movement in support of the government's development policies, using the PDG as a tool to submerge the regional and tribal rivalries that had divided Gabonese politics in the past. Bongo was elected President in February 1975; in April 1975, the position of vice president was abolished and replaced by the position of prime minister, who had no right to automatic succession. Bongo was re-elected President in both December 1979 and November 1986 to 7-year terms.
Economic discontent and a desire for political liberalization provoked violent demonstrations and strikes by students and workers in early 1990. In response to grievances by workers, Bongo negotiated with them on a sector-by-sector basis, making significant wage concessions. In addition, he promised to open up the PDG and to organize a national political conference in March–April 1990 to discuss Gabon's future political system. The PDG and 74 political organizations attended the conference. Participants essentially divided into two loose coalitions, the ruling PDG and its allies, and the United Front of Opposition Associations and Parties, consisting of the breakaway Morena Fundamental and the Gabonese Progress Party.
The April 1990 conference approved sweeping political reforms, including creation of a national Senate, decentralization of the budgetary process, freedom of assembly and press, and cancellation of an exit visa requirement. In an attempt to guide the political system's transformation to multiparty democracy, Bongo resigned as PDG chairman and created a transitional government headed by a new Prime Minister, Casimir Oye-Mba. The Gabonese Social Democratic Grouping (RSDG), as the resulting government was called, was smaller than the previous government and included representatives from several opposition parties in its cabinet. The RSDG drafted a provisional constitution in May 1990 that provided a basic bill of rights and an independent judiciary but retained strong executive powers for the president. After further review by a constitutional committee and the National Assembly, this document came into force in March 1991.
Opposition to the PDG continued after the April 1990 conference, however, and in September 1990, two coup d'état attempts were uncovered and aborted. Despite anti-government demonstrations after the untimely death of an opposition leader, the first multiparty National Assembly elections in almost 30 years took place in September–October 1990, with the PDG garnering a large majority.
Following President Omar Bongo's re-election in December 1993 with 51% of the vote, opposition candidates refused to validate the election results. Serious civil disturbances led to an agreement between the government and opposition factions to work toward a political settlement. These talks led to the Paris Accords in November 1994, under which several opposition figures were included in a government of national unity. This arrangement soon broke down, however, and the 1996 and 1997 legislative and municipal elections provided the background for renewed partisan politics. The PDG won a landslide victory in the legislative election, but several major cities, including Libreville, elected opposition mayors during the 1997 local election.
Facing a divided opposition, President Omar Bongo coasted to easy re-election in December 1998, with large majorities of the vote. While Bongo's major opponents rejected the outcome as fraudulent, some international observers characterized the results as representative despite many perceived irregularities, and there were none of the civil disturbances that followed the 1993 election. Peaceful though flawed legislative elections held in 2001-2002, which were boycotted by a number of smaller opposition parties and were widely criticized for their administrative weaknesses, produced a National Assembly almost completely dominated by the PDG and allied independents. In November 2005, President Omar Bongo was elected for his sixth term. He won re-election easily, but opponents claim that the balloting process was marred by irregularities. There were some instances of violence following the announcement of Omar Bongo's win, but Gabon generally remained peaceful.
National Assembly elections were held again in December 2006. Several seats contested because of voting irregularities were overturned by the Constitutional Court, but the subsequent run-off elections in early 2007 again yielded a PDG-controlled National Assembly.
On June 8, 2009, President Omar Bongo died of cardiac arrest at a Spanish hospital in Barcelona, ushering in a new era in Gabonese politics. In accordance with the amended constitution, Rose Francine Rogombe, the President of the Senate, became Interim President on June 10, 2009. The first contested elections in Gabon’s history that did not include Omar Bongo as a candidate were held on August 30, 2009 with 18 candidates for president. The lead-up to the elections saw some isolated protests, but no significant disturbances. Omar Bongo’s son, ruling party leader Ali Bongo Ondimba, was formally declared the winner after a 3-week review by the Constitutional Court; his inauguration took place on October 16, 2009.
The court's review had been prompted by claims of fraud by the many opposition candidates, with the initial announcement of election results sparking unprecedented violent protests in Port-Gentil, the country's second-largest city and a long-time bastion of opposition to PDG rule. The citizens of Port-Gentil took to the streets, and numerous shops and residences were burned, including the French Consulate and a local prison. Officially, only four deaths occurred during the riots, but opposition and local leaders claim many more. Gendarmes and the military were deployed to Port-Gentil to support the beleaguered police, and a curfew was in effect for more than 3 months.
A partial legislative by-election was held in June 2010. A newly created coalition of parties, the Union Nationale (UN), participated for the first time. The UN is composed largely of PDG defectors who left the party after Omar Bongo’s death. Of the five hotly contested seats, the PDG won three and the UN won two; both sides claimed victory.
Gabon is a republic with a presidential form of government under the 1961 constitution (revised in 1975, rewritten in 1991, and revised in 2003). The president is elected by universal suffrage for a 7-year term; a 2003 constitutional amendment removed presidential term limits and facilitated a presidency for life. The president can appoint and dismiss the prime minister, the cabinet, and judges of the independent Supreme Court. The president also has other strong powers, such as authority to dissolve the National Assembly, declare a state of siege, delay legislation, and conduct referenda.
The country has a bicameral legislature with a National Assembly and Senate. The National Assembly has 120 deputies who are popularly elected for a 5-year term. The Senate is composed of 102 members who are elected by municipal councils and regional assemblies and serve for 6 years. The Senate was created in the 1990-1991 constitutional re-write, although it was not brought into being until after the 1997 local elections. The President of the Senate is next in succession to the President.
In 1990 the government made major changes to Gabon's political system. A transitional constitution was drafted in May 1990 as an outgrowth of the national political conference in March–April and later revised by a constitutional committee. Among its provisions were a Western-style bill of rights, creation of a National Council of Democracy to oversee the guarantee of those rights, a governmental advisory board on economic and social issues, and an independent judiciary. After approval by the National Assembly, the PDG Central Committee, and the President, the Assembly unanimously adopted the constitution in March 1991. Multiparty legislative elections were held in 1990-91, despite the fact that opposition parties had not been declared formally legal. In spite of this, the elections produced the first representative, multiparty National Assembly. In January 1991, the Assembly passed by unanimous vote a law governing the legalization of opposition parties.
After President Omar Bongo was re-elected in a disputed presidential election in 1993 with 51% of votes cast, social and political disturbances led to the 1994 Paris Conference and Accords, which provided a framework for the next elections. Local and legislative elections were delayed until 1996-97. In 1997, constitutional amendments put forward years earlier were adopted to create the Senate and the position of vice president, as well as to extend the president's term to 7 years.
In October 2009, newly-elected President Ali Bongo Ondimba began efforts to streamline the government. He eliminated 17 minister-level positions. He also abolished the vice president position and reorganized the portfolios of numerous ministries, bureaus, and directorates with the intention of reducing corruption and government bloat. In November 2009, President Bongo Ondimba announced a new vision for the modernization of Gabon, called "Gabon Emergent." This program contains three pillars: Green Gabon, Service Gabon, and Industrial Gabon. The goals of Gabon Emergent are to diversify the economy so that Gabon becomes less reliant on petroleum, to eliminate corruption, and to modernize the workforce. Under this program, exports of raw timber have been banned, a government-wide census was held, the work day has been changed to eliminate a long midday break, and a national oil company was created.
For administrative purposes, Gabon is divided into 9 provinces, which are further divided into 36 prefectures and 8 separate subprefectures. The president appoints the provincial governors, the prefects, and the subprefects.
In provisional results, the ruling Gabonese Democratic Party (PDG) won 84 out of 120 parliamentary seats.
Gabon has a small, professional military of about 5,000 personnel, divided into army, navy, air force, gendarmerie, and national police. Gabonese forces are oriented to the defense of the country and have not been trained for an offensive role. A 1,800-member guard provides security for the president.
Since independence, Gabon has followed a nonaligned policy, advocating dialogue in international affairs and recognizing each side of divided countries. In inter-African affairs, Gabon espouses development by evolution rather than revolution and favors regulated free enterprise as the system most likely to promote rapid economic growth. Gabon played an important leadership role in the stability of Central Africa through involvement in mediation efforts in Chad, the Central African Republic, Angola, the Republic of the Congo, the Democratic Republic of the Congo (D.R.C.), and Burundi. In December 1999, through the mediation efforts of President Bongo, a peace accord was signed in the Republic of the Congo (Brazzaville) between the government and most leaders of an armed rebellion. President Bongo was also involved in the continuing D.R.C. peace process, and played a role in mediating the crisis in Côte d'Ivoire. Gabonese armed forces were also an integral part of the Central African Economic and Monetary Community (CEMAC) mission to the Central African Republic. Gabon is a member of the United Nations (UN) and some of its specialized and related agencies, as well as of the World Bank; the IMF; the African Union (AU); the Central African Customs Union/Central African Economic and Monetary Community (UDEAC/CEMAC); EU/ACP association under the Lome Convention; the Communaute Financiere Africaine (CFA); the Organization of the Islamic Conference (OIC); the Nonaligned Movement; and the Economic Community of Central African States (ECCAS/CEEAC), among others. In 1995, Gabon withdrew from the Organization of Petroleum Exporting Countries (OPEC). Gabon was elected to a non-permanent seat on the UN Security Council for January 2010 through December 2011 and held the rotating presidency in March 2010.
On January 25, 2011, opposition leader André Mba Obame claimed the presidency, saying the country should be run by someone the people really wanted. He also selected 19 ministers for his government, and the entire group, along with hundreds of others, spent the night at United Nations headquarters. On January 26, the government dissolved Mba Obame's party. African Union chairman Jean Ping said that Mba Obame's action "hurts the integrity of legitimate institutions and also endangers the peace, the security and the stability of Gabon." Interior Minister Jean Francois Ndongou accused Mba Obame and his supporters of treason. The UN Secretary-General, Ban Ki-moon, said that he recognized Ondimba as the only official Gabonese president.

Gabon's largest river is the Ogooué which is 1200 km long. Gabon has three karst areas where there are hundreds of caves located in the dolomite and limestone rocks. Some of the caves include Grotte du Lastoursville, Grotte du Lebamba, Grotte du Bongolo, and Grotte du Kessipougou. Many caves have not been explored yet. A National Geographic Expedition visited the caves in the summer of 2008 to document them (Expedition Website).
Gabon is also noted for efforts to preserve the natural environment. In 2002, President Omar Bongo Ondimba put Gabon firmly on the map as an important future ecotourism destination by designating more than 11% of the nation's territory to be part of its national park system (with 13 parks in total), one of the largest proportions of nature parkland in the world. Natural resources include: petroleum, magnesium, iron, gold, uranium, and forests.
Gabon's economy is dominated by oil. Oil revenues comprise roughly 46% of the government’s budget, 43% of gross domestic product (GDP), and 81% of exports. Oil production is now declining rapidly from its high point of 370,000 barrels per day in 1997. Some estimates suggest that Gabonese oil will be expended by 2025. In spite of the decreasing oil revenues, planning is only now beginning for an after-oil scenario.
Gabonese public expenditures from the years of significant oil revenues were not spent efficiently. Overspending on the Transgabonais railroad, the oil price shock of 1986, the CFA franc devaluation of 1994, and low oil prices in the late 1990s caused serious debt problems that still plague the country.
Gabon earned a poor reputation with the Paris Club and the International Monetary Fund (IMF) over the management of its debt and revenues. Successive IMF missions have criticized the government for overspending on off-budget items (in good years and bad), over-borrowing from the Central Bank, and slipping on the schedule for privatization and administrative reform. However, in September 2005, Gabon successfully concluded a 15-month Stand-By Arrangement with the IMF. Another 3-year Stand-By Arrangement with the IMF was approved in May 2007. Because of the financial crisis and social developments surrounding the death of President Omar Bongo and the elections, Gabon was unable to meet its economic goals under the Stand-By Arrangement in 2009. Negotiations with the IMF are ongoing.
Gabon's oil revenues have given it a strong per capita GDP of $8,600, extremely high for the region. On the other hand, a skewed income distribution and poor social indicators misrepresent the situation if only GDP is taken into account. The richest 20% of the population receive over 90% of the income while about a third of all Gabonese live in poverty.
The economy is highly dependent on extraction of abundant primary materials. Prior to the discovery of oil, logging was the pillar of the Gabonese economy. Today, logging and manganese mining are the other major income generators. Recent explorations point to the presence of the world’s largest unexploited iron ore deposit. For many living in the countryside without access to employment in extractive industries, remittances from family members in urban areas or subsistence activities provide income.
Many foreign and local observers have consistently lamented the lack of diversity in the Gabonese economy. Various factors have so far stymied additional industries—a small market of about 1 million people, dependence on French imports, inability to capitalize on regional markets, lack of entrepreneurial zeal among the Gabonese, and the fairly regular stream of oil "rent". Further investment in agricultural or tourism sectors is complicated by poor infrastructure. The small processing and service sectors that do exist are largely dominated by a few prominent local investors.
At World Bank and IMF insistence, the government embarked in the 1990s on a program of privatization of its state-owned companies and administrative reform, including reducing public sector employment and salary growth, but progress has been slow. The new government has voiced a commitment to work toward an economic transformation of the country but faces significant challenges to realize this goal.
Gabon has a population that is estimated at 1,545,255. Historical and environmental factors caused Gabon's population to decline between 1900 and 1940. It has one of the lowest population densities of any country in Africa, and the highest Human Development Index in Sub-Saharan Africa.
Almost all Gabonese are of Bantu origin, though Gabon has at least forty ethnic groups with diverse languages and cultures. The Fang are generally thought to be the largest, although recent census data seem to favor the Nzebi. Others include the Myene, Kota, Shira, Puru, and Kande. Ethnic boundaries are less sharply drawn in Gabon than elsewhere in Africa. There are also various Pygmy peoples: the Bongo, Kota, and Baka; the latter speak the only non-Bantu language in Gabon.
Most ethnicities are spread throughout Gabon, leading to constant contact and interaction among the groups. Intermarriage between the ethnicities is quite common, helping reduce ethnic tensions. French, the official language, is a unifying force. The Democratic Party of Gabon (PDG)'s historical dominance also has served to unite various ethnicities and local interests into a larger whole. More than 10,000 native French live in Gabon, including an estimated 2,000 dual nationals. It is estimated that 80% of the country's population are able to speak French, and that 30% of Libreville residents are native speakers of the language. Nationally, 32% of the Gabonese people speak the Fang language as a mother tongue.
Major religions practiced in Gabon include Christianity (Roman Catholicism and Protestantism), Bwiti, Islam, and indigenous animistic religion. Many persons practice elements of both Christianity and traditional indigenous religious beliefs. Approximately 73 percent of the population, including noncitizens, practice at least some elements of Christianity, including the syncretistic Bwiti; 12 percent practice Islam (of whom 80 to 90 percent are foreigners); 10 percent practice traditional indigenous religious beliefs exclusively; and 5 percent practice no religion or are atheists. Gabon's literacy rate is 63.2%.
A country with a primarily oral tradition up until the spread of literacy in the 21st century, Gabon is rich in folklore and mythology. "Raconteurs" are currently working to keep traditions alive such as the mvett among the Fangs and the ingwala among the Nzebis.
Gabon also features internationally celebrated masks, such as the n'goltang (Fang) and the relicary figures of the Kota. Each group has its own set of masks used for various reasons. They are mostly used in traditional ceremonies such as marriage, birth and funerals. Traditionalists mainly work with rare local woods and other precious materials.
Radio-Diffusion Télévision Gabonaise (RTG), which is owned and operated by the government, broadcasts in French and indigenous languages. Color television broadcasts have been introduced in major cities. In 1981, a commercial radio station, Africa No. 1, began operations. The most powerful radio station on the continent, it has participation from the French and Gabonese governments and private European media. In 2004, the government operated two radio stations and another seven were privately owned. There were also two government television stations and four privately owned. In 2003, there were an estimated 488 radios and 308 television sets for every 1,000 people. About 11.5 of every 1,000 people were cable subscribers. Also in 2003, there were 22.4 personal computers for every 1,000 people and 26 of every 1,000 people had access to the Internet. The national press service is the Gabonese Press Agency, which publishes a daily paper, Gabon-Matin (circulation 18,000 as of 2002). L'Union in Libreville, the government-controlled daily newspaper, had an average daily circulation of 40,000 in 2002. The weekly Gabon d'Aujourdhui, is published by the Ministry of Communications. There are about nine privately owned periodicals which are either independent or affiliated with political parties. These publish in small numbers and are often delayed by financial constraints. The constitution of Gabon provides for free speech and a free press, and the government supports these rights. Several periodicals actively criticize the government and foreign publications are widely available.
Education is compulsory for children ages 6 to 16 years under the Education Act. Most children in Gabon start their school lives by attending Nurseries or "Crèche", then Kindergarten known as "Jardins d'Enfants". At age 6, they are enrolled in Primary School, "École Primaire" which is made up of six grades. The next level is "École Secondaire", which is made up of seven grades. The planned graduation age is 19 years old. Those who graduate can apply for Universities or institutions of Higher learning, such as engineering schools or business schools.
The government has used oil revenue for school construction, paying teachers’ salaries, and promoting education, including in rural areas. However, maintenance of school structures, as well as teachers’ salaries, has been declining. In 2002 the gross primary enrollment rate was 132 percent, and in 2000 the net primary enrollment rate was 78 percent. Gross and net enrollment ratios are based on the number of students formally registered in primary school and therefore do not necessarily reflect actual school attendance. As of 2001, 69 percent of children who started primary school were likely to reach grade 5. Problems in the education system include poor management and planning, lack of oversight, poorly qualified teachers, and overcrowded classrooms.

Because Biya is a Christian from southern Cameroon, it was considered surprising that he was chosen by Ahidjo, a Muslim from the north, as his successor. After Biya became President, Ahidjo initially remained head of the ruling Cameroon National Union (CNU). Biya was brought into the CNU Central Committee and Political Bureau and was elected as the Vice-President of the CNU. On 11 December 1982, he was placed in charge of managing party affairs in Ahidjo's absence. During the first months after Biya's succession, he continued to show loyalty to Ahidjo, and Ahidjo continued to show support for Biya, but in 1983 a deep rift developed between the two. Ahidjo went into exile in France, and from there he publicly accused Biya of abuse of power and paranoia about plots against him. The two could not be reconciled despite the efforts of several foreign leaders. After Ahidjo resigned as CNU leader, Biya took the helm of the party at an extraordinary session held on 14 September 1983.
In November 1983, Biya announced that the next presidential election would be held on 14 January 1984; it had been previously scheduled for 1985. He was the sole candidate in this election and won 99.98% of the vote. In February 1984, Ahidjo was put on trial ''in absentia'' for alleged involvement in a 1983 coup plot, along with two others; they were sentenced to death, although Biya commuted their sentences to life in prison, a gesture seen by many as a sign of weakness. Biya survived a military coup attempt on 6 April 1984, following his decision on the previous day to disband the Republican Guard and disperse its members across the military. Estimates of the death toll ranged from 71 (according to the government) to about 1,000. Northern Muslims were the primary participants in this coup attempt, which was seen by many as an attempt to restore that group's supremacy; Biya, however, chose to emphasize national unity and did not focus blame on northern Muslims. Ahidjo was widely believed to have orchestrated the coup attempt, and Biya is thought to have learned of the plot in advance and to have disbanded the Republican Guard as a reaction, forcing the coup plotters to act earlier than they had planned, which may have been a crucial factor in the coup's failure.
In 1985, the CNU was transformed into the Cameroon People's Democratic Movement, in Bamenda the polotical capital of the north west region and Biya was elected as its President. He was also re-elected as President of Cameroon on 24 April 1988.
Biya initially took some steps to open up the regime, culminating in the decision to legalize opposition parties in 1990. According to official results, Biya won the first multiparty presidential election, held on 11 October 1992, with about 40% of the vote; the second placed candidate, John Fru Ndi of the opposition Social Democratic Front (SDF), officially received about 36%. The results were strongly disputed by the opposition, which alleged fraud. In the October 1997 presidential election, which was boycotted by the main opposition parties, Biya was re-elected with 92.6 percent of the vote; he was sworn in on 3 November.
Biya won another seven-year term in the presidential election of 11 October 2004, officially taking 70.92 percent of the vote, although the opposition alleged widespread fraud. Biya was sworn in on 3 November.
After being re-elected in 2004, Biya was barred by a two-term limit in the 1996 Constitution from running for President again in 2011, but he sought to revise this to allow him to run again. In his 2008 New Year's message, Biya expressed support for revising the Constitution, saying that it was undemocratic to limit the people's choice. The proposed removal of term limits was among the grievances expressed during violent protests in late February 2008. Nevertheless, on 10 April 2008, the National Assembly voted to change the Constitution to remove term limits. Given the RDPC's control of the National Assembly, the change was overwhelmingly approved, with 157 votes in favor and five opposed; the 15 deputies of the SDF chose to boycott the vote in protest. The change also provided for the President to enjoy immunity from prosecution for his actions as President after leaving office.
He has been consistently re-elected as the National President of the RDPC; he was re-elected at the party's second extraordinary congress on 7 July 2001 and its third extraordinary congress on 21 July 2006.
Although Biya made some efforts to open up the political environment, his regime still retains clear authoritarian characteristics. Under the constitution, Biya has sweeping executive and legislative powers. He even has considerable authority over the judiciary; the courts can only review a law's constitutionality at his request. The RDPC continues to dominate the National Assembly, which does little more than approve his policies.
"Tyrants, the World's 20 Worst Living Dictators", by David Wallechinsky, ranked Biya with three others commonly in sub-Saharan Africa: Robert Mugabe of Zimbabwe, Teodoro Obiang Nguema Mbasogo of Equatorial Guinea, and King Mswati of Swaziland. He describes Cameroon's electoral process in these terms: "Every few years, Biya stages an election to justify his continuing reign, but these elections have no credibility. In fact, Biya is credited with a creative innovation in the world of phony elections. In 2004, annoyed by the criticisms of international vote-monitoring groups, he paid for his own set of international observers, six ex-U.S. congressmen, who certified his election as free and fair.
Biya regularly spends extended periods of time in Switzerland at the Hotel InterContinental Geneva where the former director Herbert Schott reportedly said he comes to work without being disturbed. These extended stays away from Cameroon — while sometimes as short as two weeks — are sometimes as long as three months and are almost always referred to as "short stays" in the state-owned press and other media. In February 2008, he passed a bill that allows for having an additional term in office as president which was followed by civil unrests throughout the country. The main violent riots took place in the Western, English-speaking part of the country starting with a "strike" initiated by taxi drivers in Douala, allegedly causing more than 200 casualties in the end. In 2009, his holiday in France was alleged costing $40,000 a day spent on 43 hotel rooms.

In November 2010, Bertrand Teyou published a book titled ''La belle de la république bananière: Chantal Biya, de la rue au palais'' (English: "''The belle of the banana republic: Chantal Biya, from the streets to the palace''"), tracing Chantal Biya's rise from humble origins to become Paul Biya's First Lady. He was subsequently given a two year prison term on charges of "insult to character" and organizing an "illegal demonstration" for attempting to hold a public reading. Amnesty International and International PEN's Writers in Prison Committee both protested his arrest and issued appeals on his behalf; Amnesty International also named him a prisoner of conscience. He was freed on 2 May 2011 when the London chapter of International PEN agreed to pay his fine in order that he might seek treatment for his worsening health condition.

The French Revolution began in 1789 with the convocation of the Estates-General in May. The first year of the Revolution saw members of the Third Estate proclaiming the Tennis Court Oath in June, the assault on the Bastille in July, the passage of the Declaration of the Rights of Man and of the Citizen in August, and an epic march on Versailles that forced the royal court back to Paris in October. The next few years were dominated by tensions between various liberal assemblies and a right-wing monarchy intent on thwarting major reforms. A republic was proclaimed in September 1792 and King Louis XVI was executed the next year. External threats also played a dominant role in the development of the Revolution. The French Revolutionary Wars started in 1792 and ultimately featured spectacular French victories that facilitated the conquest of the Italian peninsula, the Low Countries and most territories west of the Rhine – achievements that had defied previous French governments for centuries. Internally, popular sentiments radicalized the Revolution significantly, culminating in the rise of Maximilien Robespierre and the Jacobins and virtual dictatorship by the Committee of Public Safety during the Reign of Terror from 1793 until 1794 during which between 16,000 and 40,000 people were killed. After the fall of the Jacobins and the execution of Robespierre, the Directory assumed control of the French state in 1795 and held power until 1799, when it was replaced by the Consulate under Napoleon Bonaparte.
The modern era has unfolded in the shadow of the French Revolution. The growth of republics and liberal democracies, the spread of secularism, the development of modern ideologies and the invention of total war all mark their birth during the Revolution. Subsequent events that can be traced to the Revolution include the Napoleonic Wars, two separate restorations of the monarchy and two additional revolutions as modern France took shape. In the following century, France would be governed at one point or another as a republic, constitutional monarchy and two different empires (the First and Second).
Another cause was the state's effective bankruptcy due to the enormous cost of previous wars, particularly the financial strain caused by French participation in the American Revolutionary War. The national debt amounted to some 1,000–2,000 million livres. The social burdens caused by war included the huge war debt, made worse by the loss of France's colonial possessions in North America and the growing commercial dominance of Great Britain. France's inefficient and antiquated financial system was unable to manage the national debt, something which was both partially caused and exacerbated by the burden of an inadequate system of taxation. To obtain new money to head off default on the government's loans, the king called an Assembly of Notables in 1787.
Meanwhile, the royal court at Versailles was seen as being isolated from, and indifferent to, the hardships of the lower classes. While in theory King Louis XVI was an absolute monarch, in practice he was often indecisive and known to back down when faced with strong opposition. While he did reduce government expenditures, opponents in the parlements successfully thwarted his attempts at enacting much needed reforms. Those who were opposed to Louis' policies further undermined royal authority by distributing pamphlets (often reporting false or exaggerated information) that criticized the government and its officials, stirring up public opinion against the monarchy.
Many other factors involved resentments and aspirations given focus by the rise of Enlightenment ideals. These included resentment of royal absolutism; resentment by peasants, laborers and the bourgeoisie toward the traditional seigneurial privileges possessed by the nobility; resentment of the Church's influence over public policy and institutions; aspirations for freedom of religion; resentment of aristocratic bishops by the poorer rural clergy; aspirations for social, political and economic equality, and (especially as the Revolution progressed) republicanism; hatred of Queen Marie-Antoinette, who was falsely accused of being a spendthrift and an Austrian spy; and anger toward the King for firing finance minister Jacques Necker, among others, who were popularly seen as representatives of the people.
Elections were held in the spring of 1789; suffrage requirements for the Third Estate were for French-born or naturalised males only, at least 25 years of age, who resided where the vote was to take place and who paid taxes.

Strong turnout produced 1,201 delegates, including: "291 nobles, 300 clergy, and 610 members of the Third Estate." To lead delegates, "Books of grievances" (''cahiers de doléances'') were compiled to list problems. The books articulated ideas which would have seemed radical only months before; however, most supported the monarchical system in general. Many assumed the Estates-General would approve future taxes, and Enlightenment ideals were relatively rare. Pamphlets by liberal nobles and clergy became widespread after the lifting of press censorship. The Abbé Sieyès, a theorist and Catholic clergyman, argued the paramount importance of the Third Estate in the pamphlet ''Qu'est-ce que le tiers état?'' ("What is the Third Estate?"), published in January 1789. He asserted: "What is the Third Estate? Everything. What has it been until now in the political order? Nothing. What does it want to be? Something." The Estates-General convened in the Grands Salles des Menus-Plaisirs in Versailles on 5 May 1789 and opened with a three-hour speech by Necker. The Third Estate demanded that the verification of deputies' credentials should be undertaken in common by all deputies, rather than each estate verifying the credentials of its own members internally; negotiations with the other estates failed to achieve this. The commoners appealed to the clergy who replied they required more time. Necker asserted that each estate verify credentials and "the king was to act as arbitrator." Negotiations with the other two estates to achieve this, however, were unsuccessful.
On 10 June 1789, Abbé Sieyès moved that the Third Estate, now meeting as the ''Communes'' (English: "Commons"), proceed with verification of its own powers and invite the other two estates to take part, but not to wait for them. They proceeded to do so two days later, completing the process on 17 June. Then they voted a measure far more radical, declaring themselves the National Assembly, an assembly not of the Estates but of "the People." They invited the other orders to join them, but made it clear they intended to conduct the nation's affairs with or without them.
In an attempt to keep control of the process and prevent the Assembly from convening, Louis XVI ordered the closure of the Salle des États where the Assembly met, making an excuse that the carpenters needed to prepare the hall for a royal speech in two days. Weather did not allow an outdoor meeting, so the Assembly moved their deliberations to a nearby indoor real tennis court, where they proceeded to swear the Tennis Court Oath (20 June 1789), under which they agreed not to separate until they had given France a constitution. A majority of the representatives of the clergy soon joined them, as did 47 members of the nobility. By 27 June, the royal party had overtly given in, although the military began to arrive in large numbers around Paris and Versailles. Messages of support for the Assembly poured in from Paris and other French cities.
Many Parisians presumed Louis's actions to be aimed against the Assembly and began open rebellion when they heard the news the next day. They were also afraid that arriving soldiers – mostly foreign mercenaries – had been summoned to shut down the National Constituent Assembly. The Assembly, meeting at Versailles, went into nonstop session to prevent another eviction from their meeting place. Paris was soon consumed by riots, chaos, and widespread looting. The mobs soon had the support of some of the French Guard, who were armed and trained soldiers. On 14 July, the insurgents set their eyes on the large weapons and ammunition cache inside the Bastille fortress, which was also perceived to be a symbol of royal power. After several hours of combat, the prison fell that afternoon. Despite ordering a cease fire, which prevented a mutual massacre, Governor Marquis Bernard de Launay was beaten, stabbed and decapitated; his head was placed on a pike and paraded about the city. Although the fortress had held only seven prisoners (four forgers, two noblemen kept for immoral behavior, and a murder suspect), the Bastille served as a potent symbol of everything hated under the ''Ancien Régime''. Returning to the Hôtel de Ville (city hall), the mob accused the ''prévôt des marchands'' (roughly, mayor) Jacques de Flesselles of treachery and butchered him.
The King, alarmed by the violence, backed down, at least for the time being. The Marquis de la Fayette took up command of the National Guard at Paris. Jean-Sylvain Bailly, president of the Assembly at the time of the Tennis Court Oath, became the city's mayor under a new governmental structure known as the ''commune''. The King visited Paris, where, on 17 July he accepted a tricolore cockade, to cries of ''Vive la Nation'' ("Long live the Nation") and ''Vive le Roi'' ("Long live the King").
Necker was recalled to power, but his triumph was short-lived. An astute financier but a less astute politician, Necker overplayed his hand by demanding and obtaining a general amnesty, losing much of the people's favour.
As civil authority rapidly deteriorated, with random acts of violence and theft breaking out across the country, members of the nobility, fearing for their safety, fled to neighboring countries; many of these ''émigrés'', as they were called, funded counter-revolutionary causes within France and urged foreign monarchs to offer military support to a counter-revolution.
By late July, the spirit of popular sovereignty had spread throughout France. In rural areas, many commoners began to form militias and arm themselves against a foreign invasion: some attacked the châteaux of the nobility as part of a general agrarian insurrection known as ''"la Grande Peur"'' ("the Great Fear"). In addition, wild rumours and paranoia caused widespread unrest and civil disturbances that contributed to the collapse of law and order.
On 4 August 1789, the National Constituent Assembly abolished feudalism (although at that point there had been sufficient peasant revolts to almost end feudalism already), in what is known as the August Decrees, sweeping away both the seigneurial rights of the Second Estate and the tithes gathered by the First Estate. In the course of a few hours, nobles, clergy, towns, provinces, companies and cities lost their special privileges.
On 26 August 1789, the Assembly published the Declaration of the Rights of Man and of the Citizen, which comprised a statement of principles rather than a constitution with legal effect. The National Constituent Assembly functioned not only as a legislature, but also as a body to draft a new constitution.
Necker, Mounier, Lally-Tollendal and others argued unsuccessfully for a senate, with members appointed by the crown on the nomination of the people. The bulk of the nobles argued for an aristocratic upper house elected by the nobles. The popular party carried the day: France would have a single, unicameral assembly. The King retained only a "suspensive veto"; he could delay the implementation of a law, but not block it absolutely. The Assembly eventually replaced the historic provinces with 83 ''départements,'' uniformly administered and roughly equal in area and population.
Amid the Assembly's preoccupation with constitutional affairs, the financial crisis had continued largely unaddressed, and the deficit had only increased. Honoré Mirabeau now led the move to address this matter, and the Assembly gave Necker complete financial dictatorship.
Fueled by rumors of a reception for the King's bodyguards on 1 October 1789 at which the national cockade had been trampled upon, on 5 October 1789 crowds of women began to assemble at Parisian markets. The women first marched to the Hôtel de Ville, demanding that city officials address their concerns. The women were responding to the harsh economic situations they faced, especially bread shortages. They also demanded an end to royal efforts to block the National Assembly, and for the King and his administration to move to Paris as a sign of good faith in addressing the widespread poverty.
Getting unsatisfactory responses from city officials, as many as 7,000 women joined the march to Versailles, bringing with them cannons and a variety of smaller weapons. Twenty thousand National Guardsmen under the command of La Fayette responded to keep order, and members of the mob stormed the palace, killing several guards. La Fayette ultimately persuaded the king to accede to the demand of the crowd that the monarchy relocate to Paris.
On 6 October 1789, the King and the royal family moved from Versailles to Paris under the "protection" of the National Guards, thus legitimizing the National Assembly.
The Revolution caused a massive shift of power from the Roman Catholic Church to the state. Under the ''Ancien Régime'', the Church had been the largest single landowner in the country, owning about 10% of the land in the kingdom. The Church was exempt from paying taxes to the government, while it levied a tithe—a 10% tax on income, often collected in the form of crops—on the general population, which it then redistributed to the poor. The power and wealth of the Church was highly resented by some groups. A small minority of Protestants living in France, such as the Huguenots, wanted an anti-Catholic regime and revenge against the clergy who discriminated against them. Enlightenment thinkers such as Voltaire helped fuel this resentment by denigrating the Catholic Church and destabilizing the French monarchy. As historian John McManners argues, "In eighteenth-century France throne and altar were commonly spoken of as in close alliance; their simultaneous collapse ... would one day provide the final proof of their interdependence."
This resentment toward the Church weakened its power during the opening of the Estates General in May 1789. The Church composed the First Estate with 130,000 members of the clergy. When the National Assembly was later created in June 1789 by the Third Estate, the clergy voted to join them, which perpetuated the destruction of the Estates General as a governing body. The National Assembly began to enact social and economic reform. Legislation sanctioned on 4 August 1789 abolished the Church's authority to impose the tithe. In an attempt to address the financial crisis, the Assembly declared, on 2 November 1789, that the property of the Church was "at the disposal of the nation." They used this property to back a new currency, the assignats. Thus, the nation had now also taken on the responsibility of the Church, which included paying the clergy, caring for the poor, the sick and the orphaned. In December, the Assembly began to sell the lands to the highest bidder to raise revenue, effectively decreasing the value of the assignats by 25% in two years. In autumn 1789, legislation abolished monastic vows and on 13 February 1790 all religious orders were dissolved. Monks and nuns were encouraged to return to private life and a small percentage did eventually marry.
The Civil Constitution of the Clergy, passed on 12 July 1790, turned the remaining clergy into employees of the state. This established an election system for parish priests and bishops and set a pay rate for the clergy. Many Catholics objected to the election system because it effectively denied the authority of the Pope in Rome over the French Church. Eventually, in November 1790, the National Assembly began to require an oath of loyalty to the Civil Constitution from all the members of the clergy. This led to a schism between those clergy who swore the required oath and accepted the new arrangement and those who remained loyal to the Pope. Overall, 24% of the clergy nationwide took the oath. Widespread refusal led to legislation against the clergy, "forcing them into exile, deporting them forcibly, or executing them as traitors." Pope Pius VI never accepted the Civil Constitution of the Clergy, further isolating the Church in France. During the Reign of Terror, extreme efforts of de-Christianization ensued, including the imprisonment and massacre of priests and destruction of churches and religious images throughout France. An effort was made to replace the Catholic Church altogether, with civic festivals replacing religious ones. The establishment of the Cult of Reason was the final step of radical de-Christianization. These events led to a widespread disillusionment with the Revolution and to counter-rebellions across France. Locals often resisted de-Christianization by attacking revolutionary agents and hiding members of the clergy who were being hunted. Eventually, Robespierre and the Committee of Public Safety were forced to denounce the campaign, replacing the Cult of Reason with the deist but still non-Christian Cult of the Supreme Being. The Concordat of 1801 between Napoleon and the Church ended the de-Christianization period and established the rules for a relationship between the Catholic Church and the French State that lasted until it was abrogated by the Third Republic via the separation of church and state on 11 December 1905. The persecution of the Church led to a counter-revolution known as the Revolt in the Vendée, whose suppression is considered by some to be the first modern genocide.
The "National Party", representing the centre or centre-left of the assembly, included Honoré Mirabeau, La Fayette, and Bailly; while Adrien Duport, Barnave and Alexandre Lameth represented somewhat more extreme views. Almost alone in his radicalism on the left was the Arras lawyer Maximilien Robespierre. Abbé Sieyès led in proposing legislation in this period and successfully forged consensus for some time between the political centre and the left. In Paris, various committees, the mayor, the assembly of representatives, and the individual districts each claimed authority independent of the others. The increasingly middle-class National Guard under La Fayette also slowly emerged as a power in its own right, as did other self-generated assemblies. The Assembly abolished the symbolic paraphernalia of the ''Ancien Régime''— armorial bearings, liveries, etc. – which further alienated the more conservative nobles, and added to the ranks of the ''émigrés''. On 14 July 1790, and for several days following, crowds in the Champ de Mars celebrated the anniversary of the fall of the Bastille with the ''Fête de la Fédération''; Talleyrand performed a mass; participants swore an oath of "fidelity to the nation, the law, and the king"; the King and the royal family actively participated.
The electors had originally chosen the members of the Estates-General to serve for a single year. However, by the terms of the Tennis Court Oath, the ''communes'' had bound themselves to meet continuously until France had a constitution. Right-wing elements now argued for a new election, but Mirabeau prevailed, asserting that the status of the assembly had fundamentally changed, and that no new election should take place before completing the constitution.
In late 1790, the French army was in considerable disarray. The military officer corps was largely composed of noblemen, who found it increasingly difficult to maintain order within the ranks. In some cases, soldiers (drawn from the lower classes) had turned against their aristocratic commanders and attacked them. At Nancy, General Bouillé successfully put down one such rebellion, only to be accused of being anti-revolutionary for doing so. This and other such incidents spurred a mass desertion as more and more officers defected to other countries, leaving a dearth of experienced leadership within the army.
This period also saw the rise of the political "clubs" in French politics. Foremost among these was the Jacobin Club; 152 members had affiliated with the Jacobins by 10 August 1790. The Jacobin Society began as a broad, general organization for political debate, but as it grew in members, various factions developed with widely differing views. Several of these fractions broke off to form their own clubs, such as the Club of '89.
Meanwhile, the Assembly continued to work on developing a constitution. A new judicial organisation made all magistracies temporary and independent of the throne. The legislators abolished hereditary offices, except for the monarchy itself. Jury trials started for criminal cases. The King would have the unique power to propose war, with the legislature then deciding whether to declare war. The Assembly abolished all internal trade barriers and suppressed guilds, masterships, and workers' organisations: any individual gained the right to practice a trade through the purchase of a license; strikes became illegal.
In the winter of 1791, the Assembly considered, for the first time, legislation against the ''émigrés''. The debate pitted the safety of the Revolution against the liberty of individuals to leave. Mirabeau prevailed against the measure, which he referred to as "worthy of being placed in the code of Draco". But Mirabeau died on 2 April 1791 and, before the end of the year, the new Legislative Assembly adopted this draconian measure.
However, late the next day, the King was recognised and arrested at Varennes (in the Meuse ''département''). He and his family were brought back to Paris under guard, still dressed as servants. Pétion, Latour-Maubourg, and Antoine Pierre Joseph Marie Barnave, representing the Assembly, met the royal family at Épernay and returned with them. From this time, Barnave became a counselor and supporter of the royal family. When they returned to Paris, the crowd greeted them in silence. The Assembly provisionally suspended the King. He and Queen Marie Antoinette remained held under guard.
However, Jacques Pierre Brissot drafted a petition, insisting that in the eyes of the nation Louis XVI was deposed since his flight. An immense crowd gathered in the Champ de Mars to sign the petition. Georges Danton and Camille Desmoulins gave fiery speeches. The Assembly called for the municipal authorities to "preserve public order". The National Guard under La Fayette's command confronted the crowd. The soldiers responded to a barrage of stones by firing into the crowd, killing between 13 and 50 people.
In the wake of this massacre the authorities closed many of the patriotic clubs, as well as radical newspapers such as Jean-Paul Marat's ''L'Ami du Peuple''. Danton fled to England; Desmoulins and Marat went into hiding.
Meanwhile, a new threat arose from abroad: Holy Roman Emperor Leopold II, Frederick William II of Prussia, and the King's brother Charles-Philippe, comte d'Artois, issued the Declaration of Pillnitz, which considered the cause of Louis XVI as their own, demanded his absolute liberty and implied an invasion of France on his behalf if the revolutionary authorities refused its conditions. The French people expressed no respect for the dictates of foreign monarchs, and the threat of force merely hastened their militarisation.
Even before the "Flight to Varennes", the Assembly members had determined to debar themselves from the legislature that would succeed them, the Legislative Assembly. They now gathered the various constitutional laws they had passed into a single constitution, showed remarkable strength in choosing not to use this as an occasion for major revisions, and submitted it to the recently restored Louis XVI, who accepted it, writing "I engage to maintain it at home, to defend it from all attacks from abroad, and to cause its execution by all the means it places at my disposal". The King addressed the Assembly and received enthusiastic applause from members and spectators. With this capstone, the National Constituent Assembly adjourned in a final session on 30 September 1791.
Mignet argued that the "constitution of 1791... was the work of the middle class, then the strongest; for, as is well known, the predominant force ever takes possession of institutions... In this constitution the people was the source of all powers, but it exercised none."
What remained of a national government depended on the support of the insurrectionary Commune. The Commune sent gangs into the prisons to try arbitrarily and butcher 1400 victims, and addressed a circular letter to the other cities of France inviting them to follow this example. The Assembly could offer only feeble resistance. This situation persisted until the Convention, elected by universal male suffrage and charged with writing a new constitution, met on 20 September 1792 and became the new ''de facto'' government of France. The next day it abolished the monarchy and declared a republic. This date was later retroactively adopted as the beginning of Year One of the French Republican Calendar.
The new-born Republic followed up on this success with a series of victories in Belgium and the Rhineland in the fall of 1792. The French armies defeated the Austrians at the Battle of Jemappes on 6 November, and had soon taken over most of the Austrian Netherlands. This brought them into conflict with Britain and the Dutch Republic, which wished to preserve the independence of the southern Netherlands from France. After the king's execution in January 1793, these powers, along with Spain and most other European states, joined the war against France. Almost immediately, French forces faced defeat on many fronts, and were driven out of their newly conquered territories in the spring of 1793. At the same time, the republican regime was forced to deal with rebellions against its authority in much of western and southern France. But the allies failed to take advantage of French disunity, and by the autumn of 1793 the republican regime had defeated most of the internal rebellions and halted the allied advance into France itself.
The stalemate was broken in the summer of 1794 with dramatic French victories. They defeated the allied army at the Battle of Fleurus, leading to a full Allied withdrawal from the Austrian Netherlands. They followed up by a campaign which swept the allies to the east bank of the Rhine and left the French, by the beginning of 1795, conquering Holland itself. The House of Orange was expelled and replaced by the Batavian Republic, a French satellite state. These victories led to the collapse of the coalition against France. Prussia, having effectively abandoned the coalition in the fall of 1794, made peace with revolutionary France at Basel in April 1795, and soon thereafter Spain, too, made peace with France. Of the major powers, only Britain and Austria remained at war with France. It was during this time, that ''La Marseillaise'', originally ''Chant de guerre pour l'Armée du Rhin'' ("War Song for the Army of the Rhine"), was written and composed by Claude Joseph Rouget de Lisle in 1792 and adopted in 1795 as the nation's first anthem.
On 2 June 1793, Paris sections — encouraged by the ''enragés'' ("enraged ones") Jacques Roux and Jacques Hébert – took over the Convention, calling for administrative and political purges, a low fixed price for bread, and a limitation of the electoral franchise to ''sans-culottes'' alone. With the backing of the National Guard, they managed to persuade the Convention to arrest 31 Girondin leaders, including Jacques Pierre Brissot. Following these arrests, the Jacobins gained control of the Committee of Public Safety on 10 June, installing the ''revolutionary dictatorship''. On 13 July, the assassination of Jean-Paul Marat — a Jacobin leader and journalist known for his bloodthirsty rhetoric — by Charlotte Corday, a Girondin, resulted in further increase of Jacobin political influence. Georges Danton, the leader of the August 1792 uprising against the King, undermined by several political reversals, was removed from the Committee and Robespierre, "the Incorruptible", became its most influential member as it moved to take radical measures against the Revolution's domestic and foreign enemies.
Meanwhile, on 24 June, the Convention adopted the first republican constitution of France, variously referred to as the French Constitution of 1793 or Constitution of the Year I. It was progressive and radical in several respects, in particular by establishing universal male suffrage. It was ratified by public referendum, but normal legal processes were suspended before it could take effect.
After the defeat at Savenay, when regular warfare in the Vendée was at an end, the French general Francois Joseph Westermann penned a letter to the Committee of Public Safety stating
"There is no more Vendée. It died with its wives and its children by our free sabres. I have just buried it in the woods and the swamps of Savenay. According to the orders that you gave me, I crushed the children under the feet of the horses, massacred the women who, at least for these, will not give birth to any more brigands. I do not have a prisoner to reproach me. I have exterminated all. The roads are sown with corpses. At Savenay, brigands are arriving all the time claiming to surrender, and we are shooting them non-stop... Mercy is not a revolutionary sentiment."''However, some historians doubt the authenticity of this document and others point out that the claims in it were patently false — there were in fact thousands of (living) Vendean prisoners, the revolt had been far from crushed, and the Convention had explicitly decreed that women, children and unarmed men were to be treated humanely. It has been hypothesized that if the letter is authentic, that may have been Westermann's attempt to exaggerate the intensity of his actions and his success, because he was eager to avoid being purged for his incompetent military leadership and for his opposition to ''sans-culotte'' generals (he failed to avoid that, since he was guillotined together with Danton's group).
The revolt and its suppression (including both combat casualties and massacres and executions on both sides) are thought to have taken between 117,000 and 250,000 lives (170,000 according to the latest estimates). Because of the extremely brutal forms that the Republican repression took in many places, certain historians such as Reynald Secher have called the event a "genocide". This description has become popular in the mass media, but it has attracted much criticism in academia as being unrealistic and biased.
Facing local revolts and foreign invasions in both the East and West of the country, the most urgent government business was the war. On 17 August, the Convention voted for general conscription, the ''levée en masse'', which mobilized all citizens to serve as soldiers or suppliers in the war effort.
The result was a policy through which the state used violent repression to crush resistance to the government. Under control of the effectively dictatorial Committee, the Convention quickly enacted more legislation. On 9 September, the Convention established ''sans-culottes'' paramilitary forces, the ''revolutionary armies'', to force farmers to surrender grain demanded by the government. On 17 September, the ''Law of Suspects'' was passed, which authorized the charging of counter-revolutionaries with vaguely defined crimes against liberty. On 29 September, the Convention extended price-fixing from grain and bread to other household goods and declared the right to set a limit on wages.
At the peak of the terror, the slightest hint of counter-revolutionary thoughts or activities (or, as in the case of Jacques Hébert, revolutionary zeal exceeding that of those in power) could place one under suspicion, and trials did not always proceed according to contemporary standards of due process. Sometimes people died for their political opinions or actions, but many for little reason beyond mere suspicion, or because some others had a stake in getting rid of them. Most of the victims received an unceremonious trip to the guillotine in an open wooden cart (the tumbrel). In the rebellious provinces, the government representatives had unlimited authority and some engaged in extreme repressions and abuses. For example, Jean-Baptiste Carrier became notorious for the ''Noyades'' ("drownings") he organized in Nantes; his conduct was judged unacceptable even by the Jacobin government and he was recalled.
Another anti-clerical uprising was made possible by the installment of the Republican Calendar on 24 October 1793. Against Robespierre's concepts of Deism and Virtue, Hébert's (and Chaumette's) atheist movement initiated a religious campaign to dechristianize society. The climax was reached with the celebration of the flame of Reason in Notre Dame Cathedral on 10 November. The Reign of Terror enabled the revolutionary government to avoid military defeat. The Jacobins expanded the size of the army, and Carnot replaced many aristocratic officers with younger soldiers who had demonstrated their ability and patriotism. The Republican army was able to throw back the Austrians, Prussians, British, and Spanish. At the end of 1793, the army began to prevail and revolts were defeated with ease. The Ventôse Decrees (February–March 1794) proposed the confiscation of the goods of exiles and opponents of the Revolution, and their redistribution to the needy.
In the spring of 1794, both extremist ''enragés'' such as Hébert and moderate Montagnard ''indulgents'' such as Danton were charged with counter-revolutionary activities, tried and guillotined. On 7 June Robespierre, who had previously condemned the ''Cult of Reason'', advocated a new state religion and recommended the Convention acknowledge the existence of the "Supreme Being".
In the wake of excesses of the Terror, the Convention approved the new "Constitution of the Year III" on 22 August 1795. A French plebiscite ratified the document, with about 1,057,000 votes for the constitution and 49,000 against. The results of the voting were announced on 23 September 1795, and the new constitution took effect on 27 September 1795.
With the establishment of the Directory, contemporary observers might have assumed that the Revolution was finished. Citizens of the war-weary nation wanted stability, peace, and an end to conditions that at times bordered on chaos. Those who wished to restore the monarchy and the ''Ancien Régime'' by putting Louis XVIII on the throne, and those who would have renewed the Reign of Terror were insignificant in number. The possibility of foreign interference had vanished with the failure of the First Coalition. The earlier atrocities had made confidence or goodwill between parties impossible. The same instinct of self-preservation which had led the members of the Convention to claim so large a part in the new legislature and the whole of the Directory impelled them to keep their predominance. However, many French citizens distrusted the Directory, and the directors could achieve their purposes only by extraordinary means. They habitually disregarded the terms of the constitution, and, even when the elections that they rigged went against them, the directors routinely used draconian police measures to quell dissent. Moreover, to prolong their power the directors were driven to rely on the military, which desired war and grew less and less civic-minded.
Other reasons influenced them in the direction of war. State finances during the earlier phases of the Revolution had been so thoroughly ruined that the government could not have met its expenses without the plunder and the tribute of foreign countries. If peace were made, the armies would return home and the directors would have to face the exasperation of the rank-and-file who had lost their livelihood, as well as the ambition of generals who could, in a moment, brush them aside. Barras and Rewbell were notoriously corrupt themselves and screened corruption in others. The patronage of the directors was ill-bestowed, and the general maladministration heightened their unpopularity.
The constitutional party in the legislature desired toleration of the nonjuring clergy, the repeal of the laws against the relatives of the émigrés, and some merciful discrimination toward the émigrés themselves. The directors baffled all such endeavours. On the other hand, the socialist conspiracy of Babeuf was easily quelled. Little was done to improve the finances, and the assignats continued to fall in value.
The new régime met opposition from remaining Jacobins and the royalists. The army suppressed riots and counter-revolutionary activities. In this way the army and its successful general, Napoleon Bonaparte eventually gained total power.
On 9 November 1799 (18 Brumaire of the Year VIII) Napoleon Bonaparte staged the ''coup of 18 Brumaire'' which installed the Consulate. This effectively led to Bonaparte's dictatorship and eventually (in 1804) to his proclamation as ''Empereur'' (emperor), which brought to a close the specifically republican phase of the French Revolution.
During the Revolution, the symbol of Hercules was revived to represent nascent revolutionary ideals. The first use of Hercules as a revolutionary symbol was during a festival celebrating the National Assembly’s victory over federalism on 10 August 1793. This Festival of Unity consisted of four stations around Paris which featured symbols representing major events of the Revolution which embodied revolutionary ideals of liberty, unity, and power. The statue of Hercules, placed at the station commemorating the fall of Louis XVI, symbolized the power of the French people over their former oppressors. The statue’s foot was placed on the throat of the Hydra, which represented the tyranny of federalism which the new Republic had vanquished. In one hand, the statue grasped a club, a symbol of power, while in the other grasping the fasces which symbolized the unity of the French people. The image of Hercules assisted the new Republic in establishing its new Republican moral system. Hercules thus evolved from a symbol of the sovereignty of the monarch into a symbol of the new sovereign authority in France: the French people. This transition was made easily for two reasons. First, because Hercules was a famous mythological figure, and had previously been used by the monarchy, he was easily recognized by educated French observers. It was not necessary for the revolutionary government to educate the French people on the background of the symbol. Additionally, Hercules recalled the classical age of the Greeks and the Romans, a period which the revolutionaries identified with republican and democratic ideals. These connotations made Hercules an easy choice to represent the powerful new sovereign people of France.
During the more radical phase of the Revolution from 1793 to 1794, the usage and depiction of Hercules changed. These changes to the symbol were due to revolutionary leaders believing the symbol was inciting violence among the common citizens. The triumphant battles of Hercules and the overcoming of enemies of the Republic became less prominent. In discussions over what symbol to use for the Seal of the Republic, the image of Hercules was considered but eventually ruled out in favor of Marianne. Hercules was on the coin of the Republic. However, this Hercules was not the same image as that of the pre-Terror phases of the Revolution. The new image of Hercules was more domesticated. He appeared more paternal, older, and wiser, rather than the warrior-like images in the early stages of the French Revolution. Unlike his 24 foot statue in the Festival of the Supreme Being, he was now the same size as Liberty and Equality. Also the language on the coin with Hercules was far different than the rhetoric of pre-revolutionary depictions. On the coins the words, "uniting Liberty and Equality" were used. This is opposed to the forceful language of early Revolutionary rhetoric and rhetoric of the Bourbon monarchy. By 1798, the Council of Ancients had discussed the "inevitable" change from the problematic image of Hercules, and Hercules was eventually phased out in favor of an even more docile image.
When the Revolution opened, some women struck forcefully, using the volatile political climate to assert their active natures. In the time of the Revolution, women could not be kept out of the political sphere; they swore oaths of loyalty, "solemn declarations of patriotic allegiance, [and] affirmations of the political responsibilities of citizenship." Throughout the Revolution, women such as Pauline Léon and her Society of Revolutionary Republican Women fought for the right to bear arms, used armed force and rioted.
Even before Léon, some liberals had advocated equal rights for women including women's suffrage. Nicolas de Condorcet was especially noted for his advocacy, in his articles published in the ''Journal de la Société de 1789'', and by publishing ''De l'admission des femmes au droit de cité'' ("For the Admission to the Rights of Citizenship For Women") in 1790.
Pauline Léon, on 6 March 1792, submitted a petition signed by 319 women to the National Assembly requesting permission to form a garde national in order to defend Paris in case of military invasion. Léon requested permission be granted to women to arm themselves with pikes, pistols, sabers and rifles, as well as the privilege of drilling under the French Guards. Her request was denied. Later in 1792, Théroigne de Méricourt made a call for the creation of "legions of amazons" in order to protect the revolution. As part of her call, she claimed that the right to bear arm would transform women into citizens.
On 20 June 1792 a number of armed women took part in a procession that "passed through the halls of the Legislative Assembly, into the Tuilleries Gardens, and then through the King’s residence." Militant women also assumed a special role in the funeral of Marat, following his murder on 13 July 1793. As part of the funeral procession, they carried the bathtub in which Marat had been murdered as well as a shirt stained with Marat’s blood.
The most radical militant feminist activism was practiced by the Society of Revolutionary Republican Women, which was founded by Léon and her colleague, Claire Lacombe on 10 May 1793. The goal of the club was "to deliberate on the means of frustrating the projects of the enemies of the Republic." Up to 180 women attended the meetings of the Society. Of special interest to the Society was "combating hoarding [of grain and other staples] and inflation."
Later, on 20 May 1793, women were at the fore of a crowd that demanded "bread and the Constitution of 1793." When their cries went unnoticed, the women went on a rampage, "sacking shops, seizing grain and kidnapping officials."
Most of these outwardly activist women were punished for their actions. The kind of punishment received during the Revolution included public denouncement, arrest, execution, or exile. Théroigne de Méricourt was arrested, publicly flogged and then spent the rest of her life sentenced to an insane asylum. Pauline Léon and Claire Lacombe were arrested, later released, and continued to receive ridicule and abuse for their activism. Many of the women of the Revolution were even publicly executed for "conspiring against the unity and the indivisibility of the Republic".
These are but a few examples of the militant feminism that was prevalent during the French Revolution. While little progress was made toward gender equality during the Revolution, the activism of French feminists was bold and particularly significant in Paris.
Madame Roland (aka Manon or Marie Roland) was another important female activist. Her political focus was not specifically on women or their liberation. She focused on other aspects of the government, but was a feminist by virtue of the fact that she was a woman working to influence the world. Her personal letters to leaders of the Revolution influenced policy; in addition, she often hosted political gatherings of the Brissotins, a political group which allowed women to join. While limited by her gender, Madame Roland took it upon herself to spread Revolutionary ideology and spread word of events, as well as to assist in formulating the policies of her political allies. Though unable to directly write policies or carry them through to the government, Roland was able to influence her political allies and thus promote her political agenda. Roland attributed women’s lack of education to the public view that women were too weak or vain to be involved in the serious business of politics. She believed that it was this inferior education that turned them into foolish people, but women "could easily be concentrated and solidified upon objects of great significance" if given the chance. As she was led to the scaffold, Madame Roland shouted "O liberty! What crimes are committed in thy name!" Witnesses of her life and death, editors, and readers helped to finish her writings and several editions were published posthumously. While she did not focus on gender politics in her writings, by taking an active role in the tumultuous time of the Revolution, Roland took a stand for women of the time and proved they could take an intelligent active role in politics.
Though women did not gain the right to vote as a result of the Revolution, they still greatly expanded their political participation and involvement in governing. They set precedents for generations of feminists to come.
Historians widely regard the Revolution as one of the most important events in human history, and the end of the early modern period, which started around 1500, is traditionally attributed to the onset of the French Revolution in 1789. The Revolution is, in fact, often seen as marking the "dawn of the modern era". Within France itself, the Revolution permanently crippled the power of the aristocracy and drained the wealth of the Church, although the two institutions survived despite the damage they sustained. After the collapse of the First Empire in 1815, the French public lost the rights and privileges earned since the Revolution, but they remembered the participatory politics that characterized the period, with one historian commenting: "Thousands of men and even many women gained firsthand experience in the political arena: they talked, read, and listened in new ways; they voted; they joined new organizations; and they marched for their political goals. Revolution became a tradition, and republicanism an enduring option." Some historians argue that the French people underwent a fundamental transformation in self-identity, evidenced by the elimination of privileges and their replacement by rights as well as the growing decline in social deference that highlighted the principle of equality throughout the Revolution. Outside France, the Revolution captured the imagination of the world. It had a profound impact on the Russian Revolution and its ideas were imbibed by Mao Zedong in his efforts at constructing a communist state in China.

Ban was the Foreign Minister of the Republic of Korea from January 2004 to November 2006. In February 2006, he began to campaign for the office of Secretary-General. Ban was initially considered to be a long shot for the office. As foreign minister of South Korea, however, he was able to travel to all of the countries that were members of the United Nations Security Council, a maneuver that turned him into the front runner.
On 13 October 2006, he was elected to be the eighth Secretary-General by the United Nations General Assembly and officially succeeded Annan on 1 January 2007. Ban has led several major reforms regarding peacekeeping and UN employment practices. Diplomatically, Ban has taken particularly strong views on Darfur, where he helped persuade Sudanese President Omar al-Bashir to allow peacekeeping troops to enter Sudan; and on global warming, pressing the issue repeatedly with former U.S. President George W. Bush. Ban has received strong criticism from OIOS, the UN internal audit unit, stating that the secretariat, under Ban's leadership, is "drifting into irrelevance".
In 2011, Ban ran unopposed for a second term as Secretary-General. On 21 June 2011, he was unanimously re-elected by the General Assembly and therefore will continue to serve until 31 December 2016.
In secondary school (Chungju High School), Ban became a star pupil, particularly in his studies of English. In 1952, he was selected by his class to address a message to then UN Secretary-General Dag Hammarskjöld, but it is unknown if the message was ever sent. In 1962, Ban won an essay contest sponsored by the Red Cross and earned a trip to the United States where he lived in San Francisco with a host family for several months. As part of the trip, Ban met U.S. President John F. Kennedy. When a journalist at the meeting asked Ban what he wanted to be when he grew up, he said, "I want to become a diplomat."
Ban received a B.A. in the International Relations from Seoul National University in 1970, and earned a Master of Public Administration from the John F. Kennedy School of Government at Harvard University in 1985. At Harvard, he studied under Joseph Nye who remarked that Ban had "a rare combination of analytic clarity, humility and perseverance." Ban was awarded the degree of Doctor of Laws (Honoris Causa) by the University of Malta on 22 April 2009. He further received an honorary degree of Doctor of Laws from the University of Washington in October 2009.
In addition to his native Korean, Ban speaks English, French, and Japanese. There have been questions, however, regarding the extent of his knowledge of French, one of the two working languages of the United Nations Secretariat.
His first overseas posting was to New Delhi, India, where he served as vice consul and impressed many of his superiors in the foreign ministry with his competence. Ban reportedly accepted a posting to India rather than the more prestigious United States, because in India he would be able to save more money, and send more money home to his family. In 1974 he received his first posting to the United Nations, as First Secretary of the South Permanent Observer Mission (South Korea became a full UN member-state on 17 September 1991). After Park Chung-hee's 1979 assassination, Ban assumed the post of Director of the United Nations Division.
In 1980 Ban became director of the United Nation's International Organizations and Treaties Bureau, headquartered in Seoul. He has been posted twice to the Republic of Korea embassy in Washington, D.C. Between these two assignments he served as Director-General for American Affairs in 1990–1992. In 1992, he became Vice Chairman of the South-North Joint Nuclear Control Commission, following the adoption by South and North Korea of the Joint Declaration of the Denuclearization of the Korean Peninsula. From 1993–1994 Ban was Korea's deputy ambassador to the United States. He was promoted to the position of Deputy Minister for Policy Planning and International Organizations in 1995 and then appointed National Security Advisor to the President in 1996. Ban's lengthy career overseas has been credited with helping him avoid South Korea's unforgiving political environment.
Ban was appointed Ambassador to Austria and Slovenia in 1998, and a year later he was also elected as Chairman of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO PrepCom). During the negotiations, in what Ban considers the biggest blunder of his career, he included in a public letter a positive statement about the Anti-Ballistic Missile Treaty in 2001, not long after the United States had decided to abandon the treaty. To avoid anger from the United States, Ban was fired by President Kim Dae-jung, who also issued a public apology for Ban's statement.
Ban was unemployed for the only time in his career and was expecting to receive an assignment to work in a remote and unimportant embassy. In 2001, during the 56th Session of the United Nations General Assembly, the Republic of Korea held the rotating presidency, and to Ban's surprise, he was selected to be the chief of staff to general assembly president Han Seung-soo. In 2003, incoming president Roh Moo-hyun selected Ban as one of his foreign policy advisors.
As foreign minister, Ban oversaw the trade and aid policies of South Korea. This work put Ban in the position of signing trade deals and delivering foreign assistance to diplomats who would later be influential in his candidacy for Secretary-General. For example, Ban became the first senior South Korean minister to travel to Congo since its independence in 1960.
Over the next eight months, Ban made ministerial visits to each of the 15 countries with a seat on the Security Council. Of the seven candidates, he topped each of the four straw polls conducted by the United Nations Security Council: on 24 July, 14 September, 28 September, and 2 October.
During the period in which these polls took place, Ban made major speeches to the Asia Society and the Council on Foreign Relations in New York. To be confirmed, Ban needed not only to win the support of the diplomatic community, but also to be able to avoid a veto from any of the five permanent members of the council: People's Republic of China, France, Russia, the United Kingdom, and the United States. Ban was popular in Washington for having pushed to send South Korean troops to Iraq, and had the support of the Bush administration as he pursued the position. But Ban also opposed several U.S. positions: he expressed his support for the International Criminal Court and favoured an entirely non-confrontational approach to dealing with North Korea. Ban said during his campaign that he would like to visit North Korea in person to meet with Kim Jong-il directly. Ban was viewed as a stark contrast from Kofi Annan, who was considered charismatic, but perceived as a weak manager because of problems surrounding the UN's oil-for-food program in Iraq.
Ban struggled to win the approval of France. His official biography states that he speaks both English and French, the two working languages of the UN Secretariat. He has repeatedly struggled to answer questions in French from journalists. Ban has repeatedly acknowledged his limitations at French, but assured French diplomats that he was devoted to continuing his study. At a press conference on 11 January 2007, Ban remarked, “My French perhaps could be improved, and I am continuing to work. I have taken French lessons over the last few months. I think that, even if my French isn't perfect, I will continue to study it.”
As the Secretary-General election drew closer, there was rising criticism of the South Korean campaign on Ban's behalf. Specifically, his alleged practice of systematically visiting all member states of the Security Council in his role as the Minister of Foreign Affairs and Trade to secure votes in his support by signing trade deals with European countries and pledging aid to developing countries were the focus of many news articles. According to ''The Washington Post'', "rivals have privately grumbled that Republic of Korea, which has the world's 11th-largest economy, has wielded its economic might to generate support for his candidacy." Ban reportedly said that these insinuations were "groundless." In an interview on 17 September 2006 he stated: "As front-runner, I know that I can become a target of this very scrutinizing process," and "I am a man of integrity."
In the final informal poll on 2 October, Ban received fourteen favorable votes and one abstention ("no opinion") from the fifteen members of the Security Council. The one abstention came from the Japanese delegation, who vehemently opposed the idea of a Korean taking the role of Secretary-General. Due to the overwhelming support of Ban by the rest of the Security Council, Japan later voted in favor of Ban to avoid controversy. More importantly, Ban was the only one to escape a veto; each of the other candidates received at least one "no" vote from among the five permanent members. After the vote, Shashi Tharoor, who finished second, withdrew his candidacy and China's Permanent Representative to the UN told reporters that "it is quite clear from today's straw poll that Minister Ban Ki-moon is the candidate that the Security Council will recommend to the General Assembly."
On 9 October, the Security Council formally chose Ban as its nominee. In the public vote, he was supported by all 15 members of the council. On 13 October, the 192-member General Assembly acclaimed Ban as Secretary-General.
On 23 January 2007 Ban took office as the eighth Secretary-General of the United Nations. Ban's term as Secretary-General opened with a flap. At his first encounter with the press as Secretary-General on 2 January 2007, he refused to condemn the death penalty imposed on Saddam Hussein by the Iraqi High Tribunal, remarking that “The issue of capital punishment is for each and every member State to decide”. Ban's statements contradicted long-standing United Nations opposition to the death penalty as a human-rights concern. He quickly clarified his stance in the case of Barzan al-Tikriti and Awad al-Bandar, two top officials who were convicted of the deaths of 148 Shia Muslims in the Iraqi village of Dujail in the 1980s. In a statement through his spokesperson on 6 January, he “strongly urged the Government of Iraq to grant a stay of execution to those whose death sentences may be carried out in the near future.” On the broader issue, he told a Washington, D.C., audience on 16 January 2007 that he recognized and encouraged the “growing trend in international society, international law and domestic policies and practices to phase out eventually the death penalty.”
On the tenth anniversary of Khmer Rouge leader Pol Pot's death, 15 April 2008, Ban Ki-moon appealed for the senior leaders of the regime to be brought to justice. The Extraordinary Chambers in the Courts of Cambodia-tribunal, which was established by both the United Nations and Cambodia and which became operational in 2006, is expected to continue until at least 2010.
The top position devoted exclusively to management, Under-Secretary-General for Management, was filled by Alicia Bárcena Ibarra of Mexico. Bárcena was considered a UN insider, having previously served as Annan's chief of staff. Her appointment was seen by critics as an indication that Ban would not make dramatic changes to UN bureaucracy. Ban appointed Sir John Holmes, the British Ambassador to France, as Under-Secretary-General for humanitarian affairs and coordinator of emergency relief.
Ban initially said that he would delay making other appointments until his first round of reforms were approved, but he later abandoned this idea after receiving criticism. In February he continued with appointments, selecting B. Lynn Pascoe, the U.S. ambassador to Indonesia, to become Under-Secretary-General for political affairs. Jean-Marie Guéhenno, a French diplomat, who had served as Under-Secretary-General for peacekeeping operations under Annan, remained in office. Ban selected Vijay K. Nambiar as his chief of staff.
The appointment of many women to top jobs was seen as fulfilling a campaign promise Ban had made to increase the role of women in the United Nations. During Ban's first year as Secretary-General, more top jobs were being handled by women than ever before. Though not appointed by Ban, the president of the General Assembly, Haya Rashed Al-Khalifa, is only the third woman to hold this position in UN history.
After the early bout of reproach, Ban began extensive consultation with UN ambassadors, agreeing to have his peacekeeping proposal extensively vetted. After the consultations, Ban dropped his proposal to combine political affairs and disarmament. Ban nevertheless pressed ahead with reforms on job requirements at the UN requiring that all positions be considered five-year appointments, all receive strict annual performance reviews, and all financial disclosures be made public. Though unpopular in the New York office, the move was popular in other UN offices around the world and lauded by UN observers. Ban's proposal to split the peacekeeping operation into one group handling operations and another handling arms was finally adopted in mid-March 2007.
A new agenda for negotiations on UN reform was approved by the General Assembly in April 2007, covering a number of loosely related initiatives to improve the coherence of the UN system. Most proposals required the approval of member states; others provided further impetus to already initiated reform measures. Ban Ki-moon supported the ongoing negotiations on the consolidation of UN activities at the country level under the ‘Delivering as One’ initiative through the implementation of the ‘One UN’ pilot projects and the harmonization of business practices in the UN system. He also gave strong support to the proposal on establishing a unified gender organisation. Whereas little was achieved on most of the controversial issues, the General Assembly approved in September 2010 the establishment of ‘UN Women’ as the new UN organization for the empowerment of women and gender equality. UN Women was established by unifying the mandates and resources for greater impact of four small entities and its first head is Ms Michelle Bachelet, former President of Chile.
On several prominent issues, such as proliferation in Iran and North Korea, Ban has deferred to the Security Council. Ban has also declined to become involved on the issue of Taiwan's status. In 2007, the Republic of Nauru raised the issue of allowing the Republic of China (Taiwan) to sign the Convention on the Elimination of All Forms of Discrimination Against Women. Ban referenced the United Nations General Assembly Resolution 2758, and refused the motion. On 19 July 2007, Taiwanese President Chen Shui-bian wrote to request admission into the UN by the name Taiwan. Ban rejected the request.
On his trip, Ban visited Egypt, Israel, the West Bank, Jordan, Lebanon and Saudi Arabia, where Ban attended a conference with leaders of the Arab League and met for several hours with Omar Hassan al-Bashir, the Sudanese president who had resisted UN peacekeepers in Darfur. While Ban met with Mahmoud Abbas, the Palestinian president, he declined to meet with Ismail Haniya of Hamas.
Ban Ki-moon criticized Israel on 10 March 2008 for planning to build housing units in a West Bank settlement, saying the decision conflicts with "Israel's obligation under the road map" for Middle East peace.
During a meeting of the UN Security Council on Wednesday, 7 January 2009, Ban called for an immediate end to fighting in the Gaza Strip. He criticized both sides, Israel for bombarding Gaza and Hamas for firing rockets into Israel.
Although the 2009 Iranian presidential election was widely disputed, Ban Ki-moon sent a traditional congratulation message to the Iranian president upon his inauguration. He kept silent over the request of Shirin Ebadi to visit Iran after the crackdown on peaceful post-election protests by the Iranian police – an event that was perceived by some as a crime against humanity . More than 4000 people were arrested and nearly 70 were killed, some while being held in prison. In another incident, several prominent intellectuals including Akbar Ganji, Hamid Dabashi, Noam Chomsky went on a three-day hunger strike in front of the UN. The incident was followed by an official request by more than 200 intellectuals, human rights activists and reformist politicians in Iran for the UN reaction. Ban Ki-moon however did not take any action to stop the violence in Iran.
On 17 June 2011, he received the recommendation of the Security Council by a unanimous vote, and, on 21 June, his nomination was confirmed by a unanimous acclamation vote at the United Nations General Assembly.
His new five-year term as Secretary-General will commence on 1 January 2012 and will end on 31 December 2016.
Former U.N. Under Secretary Inga-Britt Ahlenius denounced Ban Ki Moon after resigning her post in 2010, calling him reprehensible.
